The Development Department is the catalyst for the development of affordable housing construction, rehabilitation efforts and program administration to support initiatives inspired by architects, engineers and planners in developing and improving communities that provide benefits to low to moderate income families. 

The Development Department is also responsible for identifying resources, drafting and implementing capital improvement plans, managing public/private partnership opportunities and homeownership creation.
