City of Suffolk and the Western Tidewater HOME Consortium Community Development Block Grant and HOME Annual Action Plan, FY 2021/2022

PUBLIC NOTICE

As a recipient of Community Development Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funding from the U.S. Department of Housing and Urban Development (HUD), the City of Suffolk is required to prepare and submit an Annual Action Plan. While CDBG funds are specific to the City of Suffolk, HOME funds are administered to the geographically contiguous cities and counties that make up the Western Tidewater HOME Consortium (WTHC); this includes the cities of Suffolk and Franklin and the counties of Isle of Wight and Southampton. The City of Suffolk serves as the lead agency for the WTHC and is responsible for the administration of the CDBG and HOME program funds.

The City is in the process of developing the Annual Action Plan for FY 2021/2022. The updated plan will serve as comprehensive planning documents that discuss the community development and housing needs of the cities of Suffolk and Franklin and the counties of Isle of Wight and Southampton, with particular emphasis on the provision of decent and affordable housing, suitable living environments, and the expansion of economic opportunities, primarily for low and moderate income persons. The public is invited to email or call in comments to the address and phone number listed below on the Annual Action Plan FY 2021/2022. This notification and other information concerning the Annual Action Plan will also be posted on each member's website for citizens to comment or make suggestions. These measure are being taken due to the pandemic and the restriction on public gatherings.

The Annual Action Plan FY 2021/2022 will allocate approximately $466,234.00 in Community Development Block Grant Funds (CDBG) and an estimated $377,689.00 in HOME Investment Partnership Program funds (HOME). Eligible CDBG activities include, but are not limited to: infrastructure improvements such as water and sewer lines and roadway improvements, housing rehabilitation, community facilities, and neighborhood revitalization. Eligible HOME activities include, but are not limited to: housing rehabilitation for low and moderate income owner-occupied housing units, assistance to low and moderate-income first time homebuyers, and other eligible housing assistance activities.

CONSORTIUM OBJECTIVES

  • Focus on Housing and Home Ownership
  • Provide Decent, Affordable and Permanent Housing to Lower-Income Households

FUNDING FOR 2021-2022

  • HUD determines the amount of funding that the consortium will receive based on population, need and other factors.
  • Funding will be shared among all four members equally.
  • The Western Tidewater HOME Consortium received $386,862.00 this past fiscal year.
